Ideas for Preschoolers:

Hooked on Phonics

I purchased the Hooked on Phonics Learn to Read Kindergarten reading program for my daughter before she was three.  I felt that she was too advanced for the preschool addition since she already knew her letters and sounds.  We worked together and she started sounding out words.  I was amazed at how fast she picked it up and how she was reading before her third birthday.  Here is a video of her reading the first book in the series at age three and a half (several months after she first started reading).

Although these books are good for beginning readers, they don't have very exciting story lines and the pictures are all in black and white and not very fun to look at.  That is why I also recommend Grandma Bubbles Books.  We have both and my daughter definitely prefers Grandma Bubbles Books.  She never complains about reading them like she does her Hooked on Phonics books.
